Of the hundreds of windows we've encountered over the years that have been constantly exposed to the elements (no storm windows), almost all have the same things in common. The prime sills (if wooden), the step sills, the lower jamb sides, and lower parting stop show significant deterioration. The bottom surface of the bottom rail is also often pithy and deteriorated. This is only natural since those areas are most exposed to the sun's UV rays and are flatter surfaces for water, snow and ice to accumulate. Not only do these areas need to be stabilized to prevent further deterioration, they need to be smooth and sound to provide mating surfaces for sealing the various parts of the sash, such as the bottom rail/sill and the parting stop/sash stile (vertical portion).
